When it comes to Ulzzangs, eyeliner is one of the mainly used makeups for their eyes. If you're already using black, grey, etc. Try white! It wakens your eyes and makes it look a little bigger & refreshed!
Here's how you do it:
1) Make sure your eye is clean.
2) Apply it to the corner of your eyes and at its bottom water line, the watery area right above your lower lash line.

* I highly reccomend buying the pencil eyeliners with a smuge-er at the end. It fixes the messy areas from the eyeliner you messed up with and evens it all out, making it smooth and pretty.
Pretty simple. eh?
